Create a weekly lottery system where players can buy in to a lottery, e.g. X gold per lottery entry. At the end of the week, all tickets will be taken, and a random ticket will be awarded as the winner. The winner receives 70% of all the gold spent on lottery tickets, and the server keeps 30% as tax.
Each account can only enter each lottery tier a certain amount of times per week:
